Mega infrastructure projects are projects over USD 1 bn with long development cycles (sometimes several decades), involving multiple public and private stakeholders, and generating substantial direct and indirect effects on communities, budgets and the environment.

A study undertaken Marco Dean (University College London) under a STAREBEI research grant examines the applicability of policy-led multi-criteria analysis (PLMCA) to the appraisal of international gateway seaport projects.

Using the example of the expansion of the port of Rotterdam, it highlights the potential value of a PLMCA approach for coping with many of the multiple challenges encountered by mega infrastructure project appraisal, helping to arrive at more robust decisions.
